Vibrational energy transfer in ultracold molecule - molecule collisions

We present a rigorous study of vibrational relaxation in p-H2 + p-H2 collisions at cold and ultracold temperatures and identify an efficient mechanism of ro-vibrational energy transfer. If the colliding molecules are in different rotational and vibrational levels, the internal energy may be transferred between the molecules through an extremely state-selective process involving simultaneous conservation of internal energy and total rotational angular momentum. The same transition in collisions of distinguishable molecules corresponds to the rotational energy transfer from one vibrational state of the colliding molecules to another.Comment: 4 pages, 4 figure

Handwritten Character Recognition of South Indian Scripts: A Review

Handwritten character recognition is always a frontier area of research in the field of pattern recognition and image processing and there is a large demand for OCR on hand written documents. Even though, sufficient studies have performed in foreign scripts like Chinese, Japanese and Arabic characters, only a very few work can be traced for handwritten character recognition of Indian scripts especially for the South Indian scripts. Median computation in graphs using consensus strategies

Following the Majority Strategy in graphs, other consensus strategies, namely Plurality Strategy, Hill Climbing and Steepest Ascent Hill Climbing strategies on graphs are discussed as methods for the computation of median sets of profiles. A review ofalgorithms for median computation on median graphs is discussed and their time complexities are compared. Political economy and political risks of institutional reform in the water sector

It is difficult and time-consuming to get adequate information about influence groups in a society. Dinar, Balakrishnan, and Wambia develop an approach to estimating the political risk associated with implementing a set of institutional reforms in the water sector. Their approach endogenizes the actions taken by politicians, users, service providers, and other stakeholders. Their analysis provides insights into the relationships between institutional arrangements, the power structure, and policy outcomes. T,he authors develop a two-tier tool to assess the risks associated with implementing reform. The first tier is a structured analysis of the distribution of power among groups interested in the outcome of reform. The second tier is a Delphi process, based on experts'opinions. Their approach is a compromise between the two options: the first (structured analysis) is costly and time-consuming and often entails creating and using pseudo precise indices; the second (Delphi) process is an unstructured"expert opinion"way of assessing risk Their compromise approach provides a manageable framework that, after some testing, could be added to the feasibility analysis of projects undertaken in politically complicated environments. They apply the approachto the National Drainage Program Project, currently in the early stages of implementation in Pakistan.
